Moratorium on Emergency Housing, Emergency
Shelter, Transitional Housing and Permanent Supportive Housing
At a regularly scheduled public meeting on July 20, 2021, the Puyallup City Council approved Ordinance No. 3237. This emergency ordinance imposed a one-hundred eighty (180) day moratorium with respect to the acceptance or processing of any and all land use or building permit applications or plans, or issuance of permits, and approvals, and uses or activities associated with emergency housing, emergency shelter, transitional housing, permanent supportive housing as defined in House Bill 1220, RCW 84.36.043 and RCW 36.70A.030 and similar uses that provide housing and social services to persons that are homeless in all zones located in the City of Puyallup.
The purpose of the moratorium is to allow the City the necessary time to review, research, and analyze its land use regulations and zoning designations and determine the nature and scope of potential regulatory or zoning amendments relative to emergency housing, emergency shelter, transitional housing, permanent supportive housing, and similar uses that provide social services to homeless persons.
The moratorium shall be in effect for one-hundred eighty (180) days unless repealed, extended or modified by the City Council.
Persons wishing to testify on this matter may submit written comments or verbal testimony at the hearing. Written comments will be accepted at firstname.lastname@example.org until 5:30 p.m. on the day of the meeting and will be distributed to the City Council prior to the meeting.
