[ARCHIVED] Public Hearing: Zoning Changes (Private Schools & Public Facilities)

The Puyallup Planning Commission will conduct a Public Hearing to consider proposed amendments to the City’s municipal code and Comprehensive Plan concerning Public Facilities, which governs the siting and development of schools, fire stations, governmental service buildings, and other public facilities. The Planning Commission has been reviewing this item since November 2016, and has held a number of meetings reviewing the proposed amendments. At 6:30 pm on February 22, 2017, they will take public comment on this item. At this same meeting the Commission is expected to deliberate and make a recommendation for City Council as to what code amendments should be adopted into law.

City Initiated Code and Comp Plan Amendment

P-17-0014             Private Schools and Public Facilities

The City is proposing amendments to the zoning code that would allow private schools and colleges to be included in the Public Facilities Future Land Use designation. Currently private schools are not permitted by right in any zone but rather have to obtain a conditional use permit in order to build. The proposed code changes would permit private schools by right in the Public Facilities zone or create a new zone where they would be permitted by right. These two options will be presented to the Planning Commission for their consideration; proposed amendments could affect the following code sections and comp plan policies:

  • a. PMC 20.44 Public Facilities Zone; - Creating an exception whereby private schools can be included in this zone in addition to public schools and other government owned land; alternatively creating a new zone in addition to the Public Facilities Zone which allows private schools and other private services.
  • b. Comprehensive Plan Policy LU – 30 Public Facilities; Amend to make an exception for private schools and colleges to be allowed in PF FLU in addition to government owned land; alternatively amend to allow privately owned parcels of land that serve the public to be included in PF FLU.

A staff report and environmental analysis will be available prior to the hearing in the Development Services Center (2nd floor) of Puyallup City Hall located at 333 S. Meridian, during normal business hours (8AM – 5PM, Mon-Fri).  

Persons wishing to testify may submit written comments before the hearing to the Planning Division at the above address, or may submit written comments or verbal testimony at the hearing. Planning Commission recommendations will be forwarded to City Council for their action in Spring 2017.
