CITY OF PUYALLUP

REQUEST FOR STATEMENT OF QUALIFICATIONS (RFQ)

Puyallup Valley Sports Complex Field Conversion

REQUEST SUMMARY

The City of Puyallup is seeking Statements of Qualifications from design consultant firms with experience and expertise in the conversion of grass athletic fields to artificial turf fields to design the Puyallup Valley Sports Complex Field Conversion Project.  The project includes retrofit of two or more existing dirt infield and grass outfield ball fields to artificial turf field.  The fields are located at the Puyallup Valley Sports Complex, 808 Valley Avenue NW, Puyallup. 

 

In addition to the conversion of the fields to artificial turf the project includes the addition of a minimum of two multi-purpose fields, to be contained within the outfields of the existing fields.  The multi-purpose fields will be designed to accommodate soccer, lacrosse, and football, in addition to the current baseball/softball uses.  The existing lighting and fencing will need to be evaluated to determine necessary changes to accommodate all uses as well as physical layout of the fields.  The consultant will need to provide bid-ready construction documents. Additional support during the construction phase may be added by amendment to the awarded contract at the discretion of the City.

SCOPE OF WORK & DELIVERABLES

Consultant selection will be quality-based such that the Consultant deemed to be the most highly qualified to provide the services required for this proposed project will be selected.

 

The contract scope of work for the Puyallup Valley Sports Complex Field Conversion include but are not limited to design of the above-proposed project including field reconnaissance, research, survey work, report development, permitting, and production of bid-ready documents for the conversion of existing natural surface baseball/softball fields to an artificial field surface that includes a minimum of two multi-purpose fields. The general scope of work for this project includes:

 

           Conversion of a minimum of two natural surface fields to artificial turf

           Design a minimum of two multi-purpose fields in the outfields of the retrofit ball fields, to include appropriate field markings

           Evaluate existing fencing and lighting to determine relocation and/or modification of existing or new structures, to fit intended field use(s). 

           Preparation of bid ready documents for construction

           Consultant may be utilized for management and/or support during the construction phase

           Meeting with Parks and Recreation staff, City staff

           Presentations to Parks, Recreation and Senior Advisory Board and City Council

 

 

SCHEDULE

Upon award of the contract the consultant will be expected to propose a project timeline to achieve a construction-ready project. The City desires to construct the project at a time of year that limits disruption to existing sports programming on the fields. Development of the proposed schedule should evaluate and compare the earliest-possible construction date and field programming interruption.

QUALIFICATION REQUIREMENTS

Submittals will be evaluated based on the following criteria and available performance data:

 

         Proposed Project Manager and key personnel: Qualifications of staff proposed for the project and proposed Project Manager should reflect project experience or technical competence relating to sport field retrofits and artificial surfacing design.

          

         Availability and timeline:  Consultant firm’s proposed timeline including consideration for minimal down-time for current programming on the existing fields and the ability to meet the proposed deadlines based on proposed project team availability.

         

         Firm experience with similar projects:  The Consultant’s approach, work plan and experience completing projects on-time per schedule, for providing the similar services as described in this RFQ.  Experience and expertise of the firm’s project team in successful conversion of natural surface fields to artificial turf.

 

         Past performance and references:  Demonstrated ability of firm to perform high quality work; to control costs and meet aggressive time schedules; to communicate effectively with the public, City staff and elected officials

MAJOR CRITERIA FOR SELECTION

Consultant services will be selected based on staff review of qualifications and available performance data compared to the criteria listed above to determine the firm most-qualified to provide the services needed.

SUBMITTAL REQUIREMENTS

The entire submittal package, excluding introductory letter, shall not exceed fifteen (15) single-sided pages. The Consultant’s qualifications should include an introductory letter stating your firm’s interest in the project, a clear concise statement of the general approach to be undertaken on the project, a list of similar projects in the past five years with brief resumes of key members and project references.

DELIVERY OF SUMBITTALS – IN PERSON – EMAIL – FAX ONLY

Five (5) copies of the SOQ must be delivered to the City of Puyallup, City Clerk’s office, 4th Floor of City Hall, 333 South Meridian, Puyallup, WA 98371, by 4:00 PM on Friday, February 2, 2018 - post marks will not be accepted. 

 

The SOQ’s shall be submitted in a sealed package clearly labeled:

COST OF SOQ

This RFQ does not commit the City of Puyallup to pay any costs incurred by any candidate in the submission of a SOQ. The candidate is responsible for all costs associated in the preparation and submission of the SOQ.

REJECTION OF PROPOSAL

The City reserves the right to reject any or all proposals at any time with no penalty and/or to waive immaterial defects and minor irregularities in proposals.
